Donnelly Discusses End Outsourcing Act During Meeting with Treasury Secretary Mnuchin

U.S. Senator Joe Donnelly met with U.S. Treasury Secretary Steve Mnuchin today to discuss efforts to protect Hoosier and American workers, and keep jobs in the United States. Donnelly continues to build support for his End Outsourcing Act. At a Senate Banking Committee hearing in May, Donnelly asked Secretary Mnuchin about how the White House's tax reform proposals would prevent the outsourcing of American jobs. President Trump previously expressed his support for the End Outsourcing Act during a meeting with Donnelly and other Senators earlier this year.

Donnelly said, "Secretary Mnuchin and I had a constructive conversation today about my End Outsourcing Act and ways we can work together to protect and grow jobs in Indiana. The Secretary said my bill is consistent with the President's "Buy America' efforts. Stopping outsourcing and investing in American-made products should be a bipartisan priority as we fight to expand opportunities for hard working families across our state and the country. I will continue working with President Trump, the Administration, and my Senate colleagues to move these ideas forward."

A new Ball State University study found that approximately one in four U.S. jobs faces future threats from competition in foreign countries and that offshoring is a threat to many communities, including in LaGrange, Clinton, Kosciusko, Elkhart, Blackford, Hamilton and DeKalb counties. Those counties all ranked in the top 25 for risk of jobs being outsourced.

Donnelly introduced the End Outsourcing Act in January. The legislation is based on the following three key principles:

Federal contracts, funded by taxpayers, should go to companies that employ American workers. His legislation would ensure that federal contracting policy takes into consideration whether companies have outsourced domestic jobs.

Companies that ship jobs to foreign countries should forfeit tax breaks and incentives. His legislation would claw back incentives and prohibit companies from receiving tax breaks for outsourcing jobs and factories.
Federal policies should encourage businesses to invest in American communities. His legislation would create tax incentives for companies that relocate foreign jobs to rural and impoverished communities.
